Closed Captioning for PEG and Social Media

After holding a Roundtable Discussion of Closed Captioning for Public Access and Governmental Programming last year, the FCC recently adopted changes to its rules for closed captioning. This SCAN program will discuss the new rules and how they apply to government access channels

In addition, changes in technology have created different ways that captioning can technically be created and distributed. An overview of the options, the equipment and staff required, along with the pros and cons of the different options will be presented.

As local governments work toward providing accessibility to all of the members of their communities, come learn what the options are for compliance with the new rules.

This workshop will be moderated by Jack Chin, SFGovTV General Manager. Speakers are Thomas Loftus, Operations Supervisor & System Engineer, SFGovTV and Christopher Keveny, Real Time Captioning & Media Services Manager, Teleperformance RapidText.

SCAN NATOA CHAPTER MEETING

APPS FOR CITIES

Thurs., January 30, 2014 | San Francisco City Hall Room 34 | 9:00 a.m. – 12:00 p.m.
 Meeting Postponed

SPEAKERS:
Andy Maimoni – City and County of San Francisco 311
| Sumorwuo Zaza - PublicStuff

Citizens across the country are asking their cities to deliver more services, faster and more efficiently than ever before. Cities are responding valiantly - providing the same level of service, with fewer and fewer resources. New technology, such as CRMs and mobile applications, have proven key to their efforts. Should such tools be developed in-house? Or should cities focus on IT strategy and service delivery, and leave it to specialists to drive product development and innovation? Come learn basic to advanced steps in setting up apps from our experts.  Whether using mobile device communications to facilitate intra-agency activities, or using mobile apps to better inform our communities, local agencies can’t afford to be left out of the this new wave of interaction.

Andy Maimoni is the Deputy Director of the City and County of San Francisco’s 311 System.  San Francisco has led the way in engaging with and serving residents in an open and accessible way, 24 x 7 with the San Francisco 311 Customer Service Center. From a call center, to a self-service website, to an ever-expanding list of communication channels, the city needed to ensure that the millions of requests for services and information received annually are quickly and cost-effectively processed.

SCAN NATOA Inc. CHAPTER MEETING

March 19, 2014, 9:00 a.m. – 10:00 a.m.

WIRELESS FACILITY REGULATORY UPDATE

LIVE WEBINAR – FOR SCAN MEMBERS ONLY

This year’s hottest wireless issue is the FCC’s consideration of new facility siting regulations.  The FCC is set to reshape how local governments consider and grant permits for wireless sites.  This year, SCAN NATOA’s annual regulatory update will address the pending FCC rulemaking to bring you up to speed on the FCC’s proposal as it relates to Section 6409(a) and the Shot Clock, comments from both municipalities and the wireless industry, and what to expect after the FCC completes the rulemaking.

The panelists are Gail Karish of Best, Best and Krieger, Javan Rad of the City of Pasadena and Tripp May of Telecom Law Firm, P.C.  Javan and Tripp were the primary authors of comments filed in the FCC’s wireless facility rulemaking on behalf of the League of California Cities, the California Association of Counties, and SCAN NATOA.

This event will be of particular interest to elected officials, senior administrative staff, planning staff, city engineers, and others who deal with wireless siting issues on behalf of local governments.

Only one webinar registration is needed if multiple SCAN NATOA members will be viewing from the same computer.  Registrants will receive access information 1-2 days in advance of the meeting.  At the time of the webinar, you will need Internet access to view the presentation on your computer monitor and listen to the presenters through your computer speakers (no telephone option is available).

Please note that payment must be received no later than March 17, 2014, 5:00 p.m. to qualify for the discounted rate:

FAQ

What is the SCAN NATOA Programming Swaparama?

Every two years, SCAN NATOA hosts an event that makes programming available to local community channels on DVD. Participating channels show up, hear pitches, screen clips and then take the DVDs of the shows that they think that they will want to air. Usually over 300 shows are available which makes it a great one-stop resource for programming to fill channel airtime. All of the shows acquired are selected because they are evergreen and of good quality and suitable for airing on a local cable channel. The programming providers have given us the rights to air the programs at no charge in order to reach a broader audience and/or because they generously are willing to share their shows to help out their fellow cable channels.

Do I have to have a show to swap in order to participate? No, having a show to swap is not a requirement. We just like the name Swaparama, if you have one that is more catchy and accurate, let us know!

What if I have a show I want to make available? Contact Robin Gee, Swaparama Coordinator at robin.gee@smgov.net to find out what’s involved. We can make the DVD copies for you if you provide a master. By the way, sorry, providing shows doesn’t give you a free admission to the event, just the opportunity to share your great programming with your fellow local cable programmers.

SCAN NATOA CHAPTER MEETING

October 10, 2013

STORY-TELLING WORKSHOP WITH PHOTOJOURNALIST LES ROSE

Calling all photographers, producers and writers! SCAN-NATOA presents a story-telling workshop with award-winning CBS News photojournalist Les Rose.  Part of the famous CBS News team of Steve Hartman and Les Rose, the two traveled around the country and could come up with a story on virtually anything.  Their most popular series called “Everybody Has A Story” produced stories on people whose names were pulled at random from a phone book!  They learned everyone is interesting in some way and you don’t need the most expensive equipment or a team of news professionals to get a great story.  For more on Les > http://LesRoseOnline.com/

Les Rose will show you how you can do it, too.  He’ll teach you the importance of character development, how to improve writing and lighting, and the value of humor and heart in a story. He’ll give you samples of his work and pass along his broad experience from covering stories all over the world.  They range from 9/11 stories in Pennsylvania and New York City, to natural disasters to celebrity interviews.  He’s made presentations to The Poynter Institute, N.P.P.A., RTNDA with Al Tompkins, NATOA and many other organizations around the country.  Don’t miss his SCAN-NATOA presentation; it will be the best video production training session of the year.

http://www.ci.garden-grove.ca.us/pdf/commserv/meeting-center-directions.pdf

Once again, it is time for the SCAN Programming Swaparama!

The date is set for Tuesday, November 29th in the morning from 10am to 12 noon and we plan to have lots of programming available to attendees. We will be meeting in Garden Grove at their community center. Thanks to Garden Grove for hosting us!

For those of you who are involved, you know that we make thousands of DVDs for this event in order to have enough copies for everyone.

This time, we would like everyone to RSVP well in advance so we make just enough for everyone and don’t waste valuable time and resources making too many extra.

So, if you know you want to come and want the shows, please do a non-paid RSVP to Val Logan this week, if possible.

Also, if you have shows to contribute, please contact me directly to let me know what shows you have at robin.gee@smgov.net. You can mail me DVD masters and we will make the copies here at CityTV.

I will be posting the shows we will have available as I get the list together.

Please review your videotape library and see what you have from the past two years that you can share with others and is suitable for airing on other channels.

Below is the cost for participating in the Swaparama to come and help yourself to shows.

SCAN Chapter Meeting

The Importance of Municipal Fiber Optic
Networks to a Local Economy

OCTOBER 19, 2011
9:30AM - 12NOON
CITY OF SANTA MONICA

The Telecommunications Act of 1996 was intended to open up markets to competition by removing regulatory barriers to entry for telecommunications carriers.  15 years later, the City of Santa Monica and its businesses are realizing the benefits of the legislation with Santa Monica’s successful municipal broadband initiative.

Santa Monica City Net, the city-owned and operated 10 Gigabit fiber optic network, has received overwhelming support within the local business community.  The network was recently honored with InformationWeek’s Government Innovators Awardand the Ash Center at the Harvard Kennedy School recognized the network as one of the Top 25 Innovations in Government.

Santa Monica businesses are realizing 67% cost reductions, broadband speeds not available in most cities, and utilizing the network to implement leading technology projects in their industry.  Tech companies are increasingly seeking opportunities to relocate to Santa Monica to live and work in the “The Tech Coast”.

Listen to a panel of speakers representing industry leaders in the Tech, Health, and Telecommunications industry offer insight into the economic, strategic, and operational benefits of a successful municipal fiber optic network. This SCAN chapter meeting is a "can't miss" event for your municipality's IT and economic development staff!

Our Spring Conference is coming on June 3rd at our new venue in beautiful Long Beach, California!

This year’s programming tracks are designed so that those of us who run community cable channels will want to bring everyone on our staff to the conference. This will be a great training opportunity with something for everyone, plus we will have all the latest gear from NAB at our Trade Show as well.

Of special interest will be our Story Telling Workshop with Les Rose. What makes a TV program great is a great story! This all day workshop is for producers, reporters, editors and more. They will see many examples of good story telling, get ideas for how to shoot and produce the stories, and get tips on editing the pieces together to weave together a compelling story. In addition, reporters can bring their demo reels to get feedback on their pieces. Les’ tips are simple and practical and are easy to implement. He shows how to keep the audience interested and engaged in your message. This is a worthwhile investment for all of your staff involved with producing content for your channel.

In addition, we have brought back Bill Holshevnikoff to do his all day Power of Lighting Workshop for us! This workshop will help veterans and beginners alike. Bill has many tricks up his sleeve to do great lighting quickly and with a minimum of equipment as needed. After going to his workshop, your field production crew will be looking for situation to try their new lighting techniques!

Each of these workshops is being offered this year at the SCAN Spring Conference at a price that is much less than what you would normally pay to get this type of training!

So, bring everyone over to the SCAN Spring Conference on June 3rd in Long Beach! Our STAR Awards will honor the best in community cable programming and will round out a valuable day of learning and inspiration!

 POWER OF LIGHTING WORKSHOP
WITH LIGHTING DESIGNER/CAMERAMAN
BILL HOLSHEVNIKOFF

Kick off the New Year and the new decade with a POWER OF LIGHTING workshop from award-winning lighting designer/cameraman Bill Holshevnikoff.  He’s offering an exciting new workshop that will teach you how to light and shoot for the digital image. No matter what your level of experience or your budget, you’ll learn how to get the most out of these lighting techniques so you can shoot the best images possible.

You can join the thousands of industry professionals who have taken advantage of Holshevnikoff’s talent and 25+ years of experience in the business.  This San Francisco-based leader in lighting education has taught videographers and photographers from nearly every major U.S. television network and cable channel as well as those at top corporations like Bank of America, Boeing, NFL, FBI, NASA and many more.  You can find out more information by visiting www.poweroflighting.com.

Holshevnikoff will offer live lighting demonstrations and show you award-winning documentaries, short films and commercials.  He will talk about controlling soft light, camera filtration, location lighting, overcoming challenges with windows, fluorescents, HMI and ceramic lighting plus give tips on how to light all types of people.  The class fee will include a lighting booklet for each student.

Normally, a workshop of this scope would cost you nearly twice as much but SCAN NATOA is picking up the extra cost and offering this presentation to members for a rate of $50.00. Seating is limited, however, so please register soon.

SCAN NATOA CHAPTER MEETING

March 12, 2009
9:30 a.m. – 3:30 p.m.
SANTA MONICA, CA

STORY-TELLING WORKSHOP WITH
PHOTOJOURNALIST LES ROSE

Calling all photographers, producers and writers! SCAN-NATOA presents a story-telling workshop with award-winning CBS News photojournalist Les Rose.  Part of the famous CBS News team of Steve Hartman and Les Rose, the two traveled around the country and could come up with a story on virtually anything.  Their most popular series called “Everybody Has A Story” produced stories on people whose names were pulled at random from a phone book!  They learned everyone is interesting in some way and you don’t need the most expensive equipment or a team of news professionals to get a great story.

THE FUTURE OF PEG ACCESS UNDER

THE DIGITAL INFRASTRUCTURE AND VIDEO COMPETITION ACT

(DIVCA) OF 2006.

 December 4, 2008
Berkeley, CA

 and December 11, 2008
Huntington Beach, CA

The impact of state video service provider franchising on PEG access channels is beginning to be realized in many communities.  With local entities facing even more potential changes after January 2009, many are evaluating the future of PEG access as well as looking for ways to better promote localism in our communities.

SCAN NATOA is helping local governments address these important questions with workshops in both Northern and Southern California on the future of PEG access.  Presentations will cover numerous PEG access administration and production models.  Featured presenters include representatives from Deproduction/Denver Open Media – a nonprofit public access corporation, Access Sacramento, and The Buske Group.

You may usebelow to pay for the meeting.

FINANCIAL REPORTING TO
LOCAL ENTITITES UNDER

THE DIGITAL INFRASTRUCTURE AND VIDEO COMPETITION ACT (DIVCA) OF 2006

 October 23, 2008

California law permits local entities to receive a franchise fee of up to 5% of gross revenues from State-franchised video service providers.  The law also permits the local entity to receive payments to support PEG channels and facilities.

How can a local entity be certain that it is receiving the correct payment(s)?  What are the options and issues that local entities should consider?  Can you require the use of standardized reporting forms? What types of non-disclosure issues might be raised?  How often can audits be performed?  How are “gross revenues” defined?  What is the recourse if underpayments are found?  Are these issues the same for franchise fees and PEG support?  Are there benefits when cities work together on audits and audit issues?

SCAN NATOA will be holding a workshop on October 23, 2008 at Cerritos Park East to discuss these and other related issues.

Featured speakers will include John Risk, President of Communications Support Group and William Morgan, Director of Consulting Services with Diehl, Evans & Company, LLP

Please distribute this notice to all who may have an interest in attending.  The meetings will not be recorded, so be certain to make plans to attend.

If there is sufficient interest, an additional meeting on this topic may be scheduled for Northern California.  If you are interested, please send an e-mail to Chapter Board Member Michael Friedman at friedman@telecom-mgmt.com.

SUITE 200

Glendale, California 91206

(818) 548-4013 office

This session is designed for our editors to get together and share their techniques and tricks that they use to produce quality programming on a limited budget for our channels. Come to get some good ideas and see some interesting videos.  Bring yours to share on DVD.

 Editor’s Challenge Part 1

We are all given projects that only give us photographs, VO and a logo. Take our Editor’s Challenge and show us how you creatively work with the basics to create some wow!

 Go to:

http://scannatoa.org/graphicsJan08.html

and take these basic elements to create a 30 second Public Service Announcement.  There is music, VO, photos, a script and a logo for you to work with. Or, bring your own examples of how you have done a similar project and jazzed it up.

 Editor’s Challenge Part 2

Many of us use Digital Juice jumpbacks, swipes, etc. Bring your best examples of how you use them to enhance your programming.

This session relies on participation in order to be successful, so please take a moment to assign your editors to the challenge to see what they can come up with in a short amount of time.

I will be coordinating the presentations, so please let me know if you will be participating. Non-local channels are also invited to share their videos as well.

Please RSVP to Val Logan at CityTV at 310-458-8590 or val.logan@smgov.net.

SCAN NATOA STATE FRANCHISE TRANSITION WORKSHOPS

NORTHERN CALIFORNIA PEG AND DIVCA WORKSHOP
February 5, 2008
Walnut Creek City Hall
Registration:    9:30am

Program:  10:00am – 12 noon

NOTE: We plan to schedule at least one additional workshop on this topic in Southern California in the near future.

The California Public Utilities Commission (CPUC) has begun to issue video service franchises to incumbent cable operators.  The first State authorizations became effective on January 2, 2008.  Most of the applications received by the CPUC cover jurisdictions where the local franchise has expired, but in some cases the cable operator has abrogated the existing local franchise agreement as permitted by State law.

All of the major cable providers in the State --- Charter, Comcast, Cox and Time Warner – have applied for and received State authorizations for some of their service areas.  Additional communities will be added as local franchise agreements expire or are abrogated in response to competitive video offerings from State authorized video service providers.

SCAN NATOA (the States of California and Nevada Chapter of the National Association of Telecommunications Officers and Advisors) will hold a workshop in Walnut Creek on Tuesday February 5 from 9:30 - Noon to answer questions about the opening of the state-issued franchise process to incumbent cable operators under California’s Digital Infrastructure and Video Competition Act of 2006 (DIVCA)

Experts on the rights of Cities and Counties under DIVCA and representatives from Comcast will speak on this timely subject, and will answer your questions about the transition to state franchising.

Issues to be addressed at the workshops include:

Ř  When may a cable operator apply for and receive a state-issued franchise?

Ř  Will Cities receive notice that the operator is seeking a state franchise?

Ř  What happens to the obligations under a local franchise once the operator applies with the CPUC?

Ř  What will happen to franchise fees, Public, Educational, and Government Access channels, support, service to public buildings, etc.?

Ř  What if the cable operator currently is not in compliance with a local franchise?

Ř  What happens to obligations set forth in settlement agreements, transfer agreements, rate orders, and other non-franchise documents?

Ř  What if the local franchise has already expired, but no state franchise application has been filed?

Ř  Can a City or County require a cable operator to seek a state franchise?

Ř  Can a City or County renew or extend a local franchise after January 1, 2008?

In addition, we encourage you to submit additional questions you may have in advance, by email to SCAN NATOA President, Barry.Fraser@sfgov.org.

Please note that payment must be received prior to the registration deadlines to qualify for the discounted rate:

Workshop on DIVCA / AB2987 & PEG Issues - Part I of II / Sue Buske
Last year California’s legislature adopted AB2987, the Digital Infrastructure and Video Competition Act of 2006 (DIVCA), which made sweeping changes to cable franchising in the state. Subsequently, the California Public
Utilities Commission adopted rules to implement the new law, and statewide cable franchises were granted to AT&T and Verizon. ACM West and SCAN-NATOA policy leaders will provide the latest information with updates on DIVCA and practical information to help local franchise authorities and PEG access providers address both threats and opportunities posed by the new law.

IMPLEMENTATION OF STATE VIDEO FRANCHISEE PEG REQUIREMENTS

The States of California and Nevada Chapter of the National Association of Telecommunications Officers and Advisors (SCAN NATOA) and the Western Region Chapter of the Alliance for Community Media (ACM) will hold two workshops on issues which have arisen, and likely will arise, regarding the implementation of the PEG requirements of California’s Digital Infrastructure and Video Competition Act of 2006 (DIVCA).

Based on preliminary communications with State Video Franchise holders, it appears that local governments and the franchise holders may have different interpretations of the PEG requirements of DIVCA.  In some cases the proposals for PEG provided by the franchise holders are contrary to the requirements of the law.

The workshops will be open only to Individual Members of SCAN NATOA, or those who are eligible to be Individual Members (meaning that you must either work for or represent a municipality).  ACM members who work for or represent a municipality also are invited.  Please distribute this notice to all eligible parties who may have an interest in attending. The meetings will not be recorded, so be certain to make plans to attend.

The issues to be addressed at the workshops are:

 > Notification requirements
>
Mandatory carriage within 90 days
>
channel placement and identification
>
PEG signal quality
>
IP versus digital versus analog carriage
>
placement on the basic service tier
>
legal enforcement strategies
>
elimination of closed captions
>
editing of signal content
>
costs of signal encoding, decoding, & conversion
>
implementation, collection & utilization of PEG Fee
>
interconnection with the incumbent cable operator
>
signal transport to state franchisee's input source
>
pull down menus vs. traditional placement & selection

SCAN NATOA’s PEG Working Group consists of Barry Fraser, Marc Jaffe, Bill Marticorena, Sue Buske, Paul Valle -Riesta, and Lori Panzino-Tillery. The PEG Working Group members will lead each workshop discussion. The Group will also attempt to work with  State Video Franchisees on developing a Statewide implementation strategy for PEG.

How the Swaparama works:
Programmers, including other government cable channels, are asked to provide programming that is evergreen and can be aired by other channels.
50 DVDs of each show are made and then are made available to the Swaparama attendees. Up to 50 channels can participate and each can take one set of each program. We try to acquire series so that you can set-up weekly time slots or strip the program.

This is a great way to fill up your PEG channel by attending one event!
It is worth the time and airfare just to get the shows. The cost to attend the event covers the continental breakfast and helps to defray the costs of providing the DVD copies to each channel.

This event is done by volunteers and is a non-commercial service of SCAN NATOA so you must attend the Swaparama in person in order to get the shows. We do not take phone or e-mail requests for programming so please just come to the event and take advantage of this opportunity to get loads of programming!

Programming acquisition and distribution is coordinated through Robin Gee at CityTV in Santa Monica. If you have programs you would like to share, please contact her. If you have any questions, let us know.

SCAN NATOA CHAPTER MEETING

THE IMPACT OF THE U.S. COURT NINTH CIRCUIT COURT OF APPEALS DECISION IN SPRINT PCS V. CITY OF LA CAŃADA FLINTRIDGE

Thursday, March 9, 2006

Garden Grove Community Center

9am - noon

The meeting will be a presentation and discussion regarding the January 17, 2006 decision by the Ninth Circuit Court of Appeals in Sprint PCS v. City of La Cańada Flintridge.  In its ruling, the Court found against the City in interpreting the requirements of California Public Utilities Code §§ 7901 and 7901.1 and Federal law to determine that aesthetic concerns are not valid reasons for denying or conditioning permits to wireless providers:

“While the authority to restrict building on ‘time, place, and manner’ gives cities more authority to determine what constitutes  a reasonable use of the road, this language does not seem to greatly enhance the City’s regulatory latitude – certainly not to the extent necessary to engage in aesthetic regulation.”

The potential impact of this ruling may extend beyond wireless service providers, and may include wireline and cable companies.

Confirmed presenters are:

- John J. Flynn, III, Nossaman, Guthner, Knox and Elliot, LLP
Mr. Flynn represented Sprint PCS before the Ninth Circuit Court of Appeals.

- Mark Steres, Brown, Winfield & Canzoneri, Inc.
Mr. Steres is the City Attorney for the City of La Cańada Flintridge.

Election Programming Review

Santa Monica Main Library, 601 Santa Monica Blvd., Santa Monica

9:30 a.m. - 2:00 p.m.

This session is participatory! We invite you to bring your recent examples of election programming to share with the group. The group will give feedback about the programming and its effectiveness.

After a brief lunch, we have invited former Santa Monica City Council candidates, Michael Feinstein and Patricia Hoffman to join us to see the clips we think are best so they can give us their feedback from the candidates perspective. Both have participated in all of CityTV of Santa Monica’s extensive election programming.

This is a workshop where we will brainstorm and try to come up with new formats and new ideas to keep election programming looking watchable and relevant on our channels.

We will also have representatives from the Center for Governmental Studies and hopefully the League of Women Voters there to advise us on whether our formats are impartial and unbiased.

There will be plenty to see and discuss!

We also wish for this to be a roundtable discussion, so please bring copies of any relevant materials that you may think will be of interest to the group.

The meeting will be open only to Individual Members, or those who are eligible to be Individual Members (meaning that you must either work for or represent a municipality).  Please share this information with others who may be interested in attending, including those who are responsible for establishing local policies as well as issuing construction permits.

Registration will be from 9:00 a.m. to 9:30 a.m.
The meeting will be held from 9:30 a.m. to noon.
Light refreshments will be provided.

The cost to attend is:

$15 for SCAN NATOA members

If you use PayPal, please include a notation as to the name(s) of the individual(s) for whom the reservation is being made.
Payment may also be made at the door (cash or check only)

Some programmers will require that you sign a program agreement at the event prior to taking the show. Others may require that you provide web links or other promotion for their show if you take it.

We will screen all the available shows at the event so you can know which shows you are interested in prior to taking the DVDs. We plan to have adequate DVDs so that you will receive a copy of every show you are interested in.

This is an in-person event so you must be present to select and receive your programming. If you are a start-up channel or a channel that utilizes a lot of outside programming, it is well worth airfare to come to this event since we plan to have upwards of 200 shows by the time the event happens. We do not plan to fill any orders via mail or e-mail at this time since this is a volunteer effort done by SCAN NATOA. If there are copies of shows left over after the event, we will decide what to do with the leftover DVDs at that time.

If you have any shows you would like to contribute, please contact Robin Gee, CityTV of Santa Monica at robin.gee@smgov.net

Thanks and we look forward to seeing you!

The near future may involve vigorous competition between telephone and cable companies, but it may also involve no cable franchise fees, no community access and no consumer protection.  Whether you are a regulator, a programmer or from the industry, you can’t afford to miss this important seminar.

The FCC just ruled that “voice” delivered using Internet Protocol (VOIP) is not subject to local regulation and has suggested that video delivered using IP also should not be subject to local regulation.  This could result in the eventual loss of local franchising authority over cable, including losing PEG access channels.  Meanwhile, Verizon and SBC have recently announced plans to rebuild many of their local networks to deliver voice and video over IP.  How does this technology work?  What are you going to do when they show up at your permit counter?  What changes in State law should be made to encourage competition and deployment by the telephone companies while protecting the public interest?  What actions should local government be taking to ensure that our interests are protected at the federal level?

Please join us for this important seminar.  Speakers will include:

Rich Esposto, Executive Director, Sacramento Metro Cable Com. (moderator)

            Jonathan Kramer, Principal, Kramer.Firm

     Other Speakers TBA

Representatives from Verizon, SBC and the California Cable Telecommunications Association

RSVP by January 24 to Val Logan at CityTV, val-logan@santa-monica.org or 310-458-8590. You may pay by cash or check at the door (by registering, you are promising to pay even if you don't attend).

With Time Warner talking about a “reverse merger” to spin off its cable assets, perhaps enabling the acquisition of other cable operations…

Our October meeting is an opportunity for Government Access programmers to gather together to view shows and give each other feedback. This is a great chance to take the time to evaluate whether your shows are doing what you want them to do technically and content-wise. There are two types of review that will be happening:

1. Show critique, bring your show on VHS to share and get feedback from your esteemed colleagues.

2. News show/reporter critique, your news show reporters should bring their VHS demo reel to be reviewed.

Pete Noyes will be doing the news reporter critiques. It is an honor to have Pete participate, he has been news director at KCBS, KNBC and is currently at KTTV Fox 11. He is a news veteran who is award winning and well respected in the news field. We will be confirming one other reviewer for the news program review.
